IIRC, it's because once you do a checkout with svn 1.6 you can't use
svn 1.5 with it, and we assume that most people are still using svn
1.5 clients. JAM said we would re-evaluate this after some time.

I've just checked svn main site and it claims that svn 1.6.6 is already out.

The problem is two-fold. If somebody upgraded TortoiseSVN on his machine and checkout then bzr (-svn) unable to work with such working copy.
