[Reported to bzr-windows in the first instance as a possible packaging
problem. And subject to the usual caution that I may not know what I
am talking about.]

The xmloutput plugin bundled with the bzr-2.1.0bx-y-setup.exe
standalone binary installers does not appear to have any tests, so
causes 'bzr selftest' to refuse to run. (Unless --no-plugins is
specified)

Both the tarball and the branch associated with the plugin webpages DO
have a 'tests' directory.
