I'm Agree with you, but, Until all numbers or at least the major around
the world, it can represent a problem more than a solution.

Status in OpenObject Addons Modules: New

Bug description:
IMHO this should be part of default accounting
it does not make sense at all to allow "wrong" VAT code.
at least the localisations should put it into their dependency list
