It seems like this facility is a MUST one for almost all profiles.
Possibly, it should be integrated into account module.
Configuration wizard should ask for its installation permission.

Status in OpenObject Addons Modules: Opinion

Bug description:
IMHO this should be part of default accounting
it does not make sense at all to allow "wrong" VAT code.
at least the localisations should put it into their dependency list
