Hello Dr. Ferdinand,

This is not generic issue because we can not add configuration dialog for every module.
Wizard is needed only if the module needs some configuration(i.e. Fiscal year) to be asked to user or module comes with some optional features(timesheet, bank accounts, templates, port settings, etc.).

Bug description:
IMHO the following modules should be available in the install / configuration dialog

* account_asset

* base_contact ( if it really works in all modules)
* base_iban ( as it is required for transnational payments )
* base_partner_merge (happens very often)

* delivery 

* dm 

* olap

* portal

* auditrail
* auto_backup

(may be I missed something)
