we should think about removing the base_report_creator module, too much
things to improve in it.

Status in OpenObject Addons Modules: Won't Fix

Bug description:
1) Menu Dashboard/Custom Reports si only visible AFTER granting "Menu Access" to a group the user belongs to
2) the report itself is not visible for users belonging to group defined for the report

if no security is defined - the report is not visible either
