unless i'm wrong i think it has been fixed months ago. So i'm closing
that bug, please reopen it if you think it's not the case.

Status in OpenObject Addons Modules: Fix Released

Bug description:
The xml tag <DeclarantList> is immediately closed and should be closed just before </VatList>
