I would consider this as a usability issue and design of forms has been improved in trunk.

Status in OpenObject GTK Client: Fix Released

Bug description:
vertical group spacing is not efficient (as KDE and WEB)
GTK calulates group hights independant of the actual need - wasting precious vertical space (especially on notebooks)
