Comments cannot occur within tags, e.g. |<tag ></tag>.

Bug description:
My code is (headers ommited)

<field name="arch" type="xml">
<data>
<!-- <xpath expr="//page[@string='Sale Order &amp; Purchases']/page[@string='notes']" position="replace"/> -->
<xpath expr="//page[@string='Notes']" position="replace"/>
</data>
</field>
</record> 

And it gives error: Couldn't find tag '<<built-in function Comment>>' in parent view 

When I delete commented code, everything works OK.
Why commented code makes any difference?
