This isn't a bug. Yes, you need to select the unit price and account if you want description(required fields).
For your purpose please install the account_invoice_layout module. It would ease out things for you.

  Hi,
when I want to add a comment or a title the price and account id field has to be filled. this only make sense regarding products, but not layout information.
