  Not possible to create a Inbound call from the history tab of the partner form

Bug description:
  * From a partner form view, in the History tab, create a new phone call
* The system displays the form view to enter a phone call but it is the form view of an "Outbound call" only as the Phone field is mandatory

=> should be possible to enter an "Inbound call" and to not provide a phone call
