I think there should be many2many relation exist instead of one2many.
Because we can not insert the existing employee from one2many and In many2many : both the possibility will cover.

  add an employee to a department

Status in OpenObject Web Client:
  Confirmed

Bug description:
  In the Human Ressources module, in the department managment you can only create an new employee in. You haven't the ADD possibilitie.
Same in GTK Client.
