The fix has been committed to lp:~openerp-dev/openobject-addons/trunk-
dev addons1 with revision 4620.

Soon it will be merged into main addons.

Bug description:
  IMHO this line should be eliminated - other software installed in the same db might need plpgsql and will not work without notice
there is no harm having the language installed.
