Did a quick test and couldn't reproduce the bug:
issued:
BQI> translation export -o sample-trans.tar.gz --all
BQI> translation export -o sample-trans-de.tar.gz -l de --all
.. and both files seemed ok.

It's been a long time since this bug had been reported and we have 
significantly improved the code involved.

Have you had that problem lately, Dr., or may I just close the bug?

  export of all tranlsations  containts a wrong directory addons

Bug description:
  the complete export contains a directory for every module - which is correct - AND a directory "addons" with all modules again but only 2-3 languages for every module.
