Should this be in openobject-server as the addons/base module is with openobject-server.
There is also a patch that address a number of other currencies (https://code.launchpad.net/~phong-nguyen-thanh/openobject-server/ecb-currencies/+merge/41999). Maybe you should consider to look at it.
