See attached patch
it defines what is usual needed for EUR and it ieasy to overwrite the definition 

for maximum flexibility the list of values should be stored either at company or account level (multicurrency) instead of hard coded 
may be as a property ?

Bug description:
  currently only values for € are supplied, 
IMHO a complete cash box must also support entering cents (1,2,5,10,20,50)
