I have checked the scenario as given by you. But it seems there is no problem appear after installing hr_*
I am closing the bug. please update your revision and  If you still get any problem, you can reopen it.

Title:
  cannot create an employee as hr manager

Status in OpenObject Addons Modules:
  Invalid

Bug description:
  trunk, web, 
Install all hr_modules
create a user with these group : 
- Employee
- Partner / Manager
- Human Resources / User
- Human Resources / Manager

as this user, try to create an employee -> bug -> "Correct red field -> but no red field 

In gtk, it work fine
