Steps to reproduce :
1.) Create a DB with demo data (any profile)
2.) Log with the user admin -> You see the report
3.) Log with the user demo -> You don't see any report

Permissions set on ir.actions.report.xml are ignored while permissions on ir.actions.act_window are working
As a result, only the user with id = 1 see the reports
