I'm talking about the content of the right panel of a form view.
See the screenshot. Wizard are in, reports are off
The user as all power, but not the id = 1

  RC2
Permissions set on ir.actions.report.xml are ignored while permissions on ir.actions.act_window are working
As a result, only the user with id = 1 see the reports
