Hello,

I have tested your scenario. But all are working . There are two reports in "Customer" form view. 1) Labels. 2) Overdue Payments.
"Labels" reports is in "Extended View". So you can add group "Usability/Extended View " in demo user. And also add group "Partner/ Manager" .

I have attached the screen-shot. So please check it.

Permissions set on ir.actions.report.xml are ignored while permissions on ir.actions.act_window are working
As a result, only the user with id = 1 see the reports
