IMHO:

Patch proposed for jan is correct, but functionally the option should be
as Ana said, i would add a verification process when yo change to
inactive a product, "if _has_inventory then
_dont_allow_changetoinactive". With a clear message.

I think the actual behavior "not consider inactive records" is not
right, but it should be documented at least on terp file and i should be
managed functionally.

Bug description:
  Hi!
report.lot.stock.overview is meant to display the contents of a location, i.e. all the products that have a qty != 0 in the chosen location. That report misses all products that are non-active and gives a false picture about the contents of the location.
It's present both in the latest v5 and v6 branches.

Patch included for v5.
