FYI, we have developed a new module for V5 calculating VAT on
payments...we are still improving it these days but we will publish it
soon (this month)

Bug description:
  Financial Management/Reporting/Taxes Reports/Print Taxes Report --> [Base: on Payments] does not report on invoices created in the previous period that were paid in the current period!
Openerp Version 5.0.7
