This is a feature, designed to work this way:
data from a module (including translations) is NOT loaded into the database 
until the module is loaded. Fully reasonable, IMHO.

Bug description:
  The report 'Technical guide' on ir.module.module isn't translated. I'm
  in French, but when I print this report, this report is in English.
