Hello,

You will get the Forward lead function by following steps.
1) First install crm_partner_assign module.
2) Then go to opportunity form view open opportunity and go to "Assignation" tab.
3) Now assign the partner. When you assign a partner then the "Forward" button will be visible.

I have attached a screen-shot for your reference. So please check it.
