How did you search the "UOM" field in search view?
Have you customized the code?

Please provide the more information.
And your Second issue  for creating new "UOM", you can not give the "Ratio"= 0 because we have set a constraint over there.

  Product uom field values not listed in search

Bug description:
  when Selecting Unit of Measure the only values which show up in search
  are "PCE" and "g"

  when trying to create a new unit of measure error "The conversion
  ratio for a unit of measure cannot be 0!"
