Clients should respect locale parameters defined in OpenERP locales (thousands separator, etc.)

Status in OpenERP Web Client:

Bug description:
The float (and float-time?) widget should accept both comma or point
as decimal separator. Some keyboard distributions (like the spanish
one) write a comma instead of a dot when the numeric keypad decimal
separator button is pressed.
Currently on the GTK client the behaviour is not consistent along the
interface:
- For editable one2many widgets, like the one with the Invoice Lines in the Supplier Invoices, both "2.5" and "2,5" can be used.
- For float widgets, like the Total one in the Supplier Invoices, only "2.5" can be used. (which can be very anoying if your numeric keypad writes commas)
So, even on the same screen we have the two incoherent behaviours.
