"Sale manager" is on the higher rank then the "Partner manager" in hierarchy.
So we have given this rights on the generic basis.

  Users belonging to the group "Sales manager" can also delete a
  partner.

  Normally, all the rights related to the partner object should only be
  included in the partner manager group.
