  [PS] Security Purchase lead time should be in Purchase/Configuration

Bug description:

  GTK and Web clients

  In order to define the "security days" for Purchase orders, I've to
  open to Administration/Companies/Companies and click on the fourth tab
  to miraculously find this information.

  Because users never think about going there to set it, this
  information should be available in Purchase/Configuration
