I have tested your scenario with web-client and gtk at my end.
But all are working fine.

So I am closing this bug, If you still face the problem then you can

  Users and Groups created in V6

Status in OpenERP Server:
  Invalid

Bug description:
  Hi,
  I have created a new group called hrgroup and a i was trying to create a new user and assign the newly created group ,hrgroup to this user.
  But the newly created group is not getting listed when i select the Add Group button .

  I could see all the other groups in this list(which ever is there with
  the installation).

  this is happening in openerp web V6

  any help is highly appreciated
