Hello Francois,

I have checked your issue.

You have to see only those employee in the members list on department
form view which employee have a assign the department in "Employee" 's
form view.

There is two possibility have the manager becoming a member.

1) If you assign the same department in manager at employee's form view then the manager becoming a self manager.
2) The manager assign the different department(may be the parent department ) at employee's form view then this manager becoming a parent department 's member.

So this is not a bug and I am closing this issue.

  [PS] Human Resources :an employee cannot belong to the departement of
  wich is the manager

Bug description:
  6.0.1

  For instance, I have an IT departement with 3 employees and 1 manager.
  In OpenERP, the manager cannot belong to his own departement !
  So the guy isn't included in any departement !

  ==> It should be. So, yes he's gonna be his own manager in its
  departement, and his manager will be the person managing the
  departement above him.
