Thanks for reporting.

I am agree that in current system we do not have the facility for filter
which can be seen system wide regardless of the user who made the
filter. Filters are the functionality for the user who has logged into
the system. So one can make it's own custom filter according to his/her
needs and that customization may not be fruitful to other users.

And if we allows the filters system wide for any user, It will be
problematic when the number of users in the system are in big amount.
Because everyone can see the filter made by all users.The drop-down list
of filters will look ambiguous and lengthy.

What we can do is, If we wanted to allows the filter system wide they
must be made by an Administrator user. So all users can see the filter
made by an Administrator user.

So I am setting this bug as an opinion for my last view in this issue
and welcome the all community members for their expert comments on this
issue.

Bug description:
  If you define filters, for example on res.partner object, and don't
  attach it to a user, it should be system-wide. However, currently  you
  don't see these filters (which aren't attached to any users). If you
  attach the filter to a user, the user show it.

  How to reproduce:

  - Create a filter in the admin interface on a res.partner object
  - Don't attach it to a user (let the field empty)
  - Go to any res.partner view (like Sale->Address book), and check filters: it doesn't appear
