1. You can use the "Internal Note" button to add a note.
2. The Communication is for the incoming email
3. The history is when you change the state of your issue.

Bug description:
  Hello,

  Create a new issue. Go to the 'Communication & History' tab. Click NEW
  button. The opened window is in read only mode (even with project
  manager acces rights).
