The history object is automatically write when you sending a mail.
We have not created it as a manually that's why we set it to a read-only  mode.

  Project_issues : Unable to create a new 'history line'

Bug description:
  Hello,

  Create a new issue. Go to the 'Communication & History' tab. Click NEW
  button. The opened window is in read only mode (even with project
  manager acces rights).
