If noupdate=0 remains then the domain must be read only and all modifications must be done using modules which overwrite the original
IMHO it's a nogo to allow manual updates of the rules and then overwrite these again.

  this rule gets reinstalled with every update
  in multicompany it's very likely that the group wants to use a common partner database
