This is not a bug.
Select "Bank type" as a "IBAN Account" then the "Iban" field will active.

I have attached a video for your reference, So please check it.

  [6.0.1] base_iban,  can't introduce IBAN account

Status in OpenERP Modules (addons):
  Invalid

Bug description:
  Installed the base_iban module, but I can't write in the IBAN field. 
  The IBAN field is not active, only the Account Number field.
