Hello Carlier,

Form your issue you have to create a one another group and add this group only in user 1 .
Then create a record rule for this group at the particular object which you want.

  Module Knowledge

  A group that is defined in the Security tab of a directory has no effect.
  Anyone can see all documents

  OpenERP v6.0.1 Server on Ubuntu 10.04 x64
  Same result with OpenERP GTK client and Web OpenERP on Windows and Linux
