  Please do your configuration with the Extended interface. Would you
  please give me the more precise information like in which menu you have
  faced the less number of records for selection at pop up and also give
  the information like whether the pop up is of many2one or many2many
  field.
  
  Here you have specified the many2many field of groups in user form. I
  have checked in it and it works as expected in both clients.

    + When adding new user group for a new user, the popup list has not full list (1 item, 2 items, ...)
    + I checked all another popup lists for selecting, the problem is the same.
    + I restart open web server, the problem disappeared.
    + More time later (15 minutes, 1 hour, 2 hours, ...), the problem "returned".
  
    System installed:
    + OpenERP 6.0.1 from stable download
    + Python 2.6
