Hello KM Sistemas,

I have checked your issue.
We have set a some groups as a 'noadmin':True(like Useability / Product UoS View and Useability / Product Variant), So these type of groups are not by default comes in admin.
We can manually add it .

There is no problem regarding with or without demo data, So this is not
a bug and I am closing this issue.

  [6.0] Some groups are not added to Administrator user when a new

Status in OpenERP Modules (addons):
  Invalid

Bug description:
  At 6.0 stable OpenERP version, when a new database is created without
  demo data, some groups are not added to Administrator user.

  For example, Useability Uos View, group added by product module
  (product.group_uos).

  Otherwise, if you check demo data option during creation a new
  database, this group is added correctly to Administrator user.
