Hm.. Non-trivial.
Define "exists", please. Look at Partner's "Accounting" tab and tell me, how do
you check if these field value "exist" or not? What about the many different
ways to set a default, by the framework?
I think such an idea would have confusing implications regarding its
implementation. It might also be an expensive operation for the framework to
perform.

Bug description:
No current method exists by which to indicate to a user that a tab has
data within it.
For example, you have to look at the notes tab against a Partner
record to see if it holds any notes.
If a method could be made available to enable a developer to flag that
notes exist, by means of an icon, or by changing the colour of the tab
etc this would be an excellent usability enhancement.
