Hi,
Add an onchange on the product.
If 'track manufacturing lots' is enabled (product.track_production==True) then 'production lot' must be required

  scrapping in stock moves doesn't require production lot

  Confirmed

Bug description:
  I tested several scenarios: 'scrap' in a stock move - there is no validation for production lot!!! 
  Result: stock level WITH production lot does not change and you find a stock move without production lot!
