Same thing happens to me on Windows 7. Open V6.

When I try to setup the Account Receivables and Account Payables for ALL
Partners (So I try to setup a parameter with resource value NOT SET), It
gives me the same error.

I Try specifying:

Resource = partner and Value = NOT SET
Resource NOT SET and Value = NOT SET

The resource field help states: "If not set, act as a default value for
new resources".This worked perfectly in V5.

By the way... I have 2 databases one works the other does NOT work:

a) Module WebDAV installed = Parameters setup Does NOT work properly.
b) Module WebDAV NOT Installed = Parameters setup works properly

Bug description:
  1)
  Menu "Administration/Configuration/Parameters/Configuration Parameters"
  When type is "Many2One", and I assign a resource, and I save it, but later I remove these resource (value of many2one), and I save it.

  Return a message:
  "Invalid value for reference field "res_id" (last part must be a non-zero integer): "res.partner,0"
