If you use a routing production location and use the scraping feature
it's your responsability to get the needed raw material to complete the
production order.

  [6.0] mrp MO : scrapping do not create new stock move

Status in OpenERP Modules (addons):
  Invalid

Bug description:
  When you scrap a product to consume, a new product to consume is
  created. However, the stock move is not created. For example, raw
  materials are in location A and product to consume in location B. When
  you 'confirm production' a stock move from A to B is created. When you
  scrap this product, it should recreate a new stock move from A to B.
