I think this is not a bug: you should then indeed have the MRP scheduler
running at regular intervals if you have manufacturing orders.
Also, it sounds perfectly reasonable that if you take the responsability to
force a picking, then you are likely to have some trouble at some point.
If you don't have JIT modules and produce as MTS, hand-coded orders would
behave exactly the same, that's why I don't think we should consider this as
a bug.

  When you import sale orders and check all options, validate payment,
  do picking and all, it does not generate a manufacturing order. You
  must run the scheduler to generate these. So if I had it set to force
