Title:
  Human resources menu appears when setting board.board access

Bug description:
  Hello OpenERP dev team,

  If you create an user in a group with some access (exept HR), when you
  add the "board.board" access, an empty HR category appears in OpenERP
  menu when logged in as this user.

  (Got the problem with "Sales user" group at first)

  To reproduce:
  -Create a group with no access at all exept "board.board" in read mode.
  -Create an user in this group
  -Connect as this user
  -You will see the empty HR category

  I'm using OpenERP version 6.0.1 on windows with the all in one package
  (I'm using it as a sandbox).
