Title:
  base sale payment type has no access rules (base_sale_multichannels)
  AND FIX

Bug description:
  Problem, base.sale.payment.type has no access rules. Confirmed in
  server log each time server starts. Normally from what I have read
  this would give everyone full rights but this is not so. What happened
  is that only the administrator has access to the view ecommerce
  payment configuration so only the administrator has the ability to
  import orders, or confirm invoices. I am not sure why this problem
  exists on only one install ive seen but it is a problem.

  To solve I went to security and added an access right for sales/user
  for base sale payment type in the access control list. A real fix
  would be to add this one line in the security file.
