I have checked your issue in attached database also and did not face any problem.
I think its a Openoffice font issue. You can open your csv file in geditor also and check the exported content.

Title:
  Export funtion does not support Unicode

Bug description:
  Hi,

  In tax codes, after I define them using unicode (Vietnamese ), I
  export to csv file. But in the CSV file, it can't display in
  Vietnamese. For example, I define tax code with tax case name "Thuế
  GTGT phải nộp". In CSV file, it is displayed as "Thuế GTGT phải
  ná»™p"
