The solution is the following : 
Parent project is the parent project, not the parent analytic account. 
The field parent project should display only project
       with correct view, that mean the view list and form should be the view of a project a not an account, 
       the title of the window should be project.


Be carefull there is two case when account module is install and when it's not install, for now view are not the same, we need the same behavior in any case : Parent project is a project.

Bug description:
  trunk, revo 3377

  * Project/Project/Projects, create a new project and open the "Parent
  Project" list view from the project form view

  Obtained Result : it opens the list of analytic accounts

  Expected Result : it opens the list of projects

  => either we change the name of label into "Parent Account" or at
  least we provide a tooltip explaining why when we open the "Parent
  Project" we get the list of analytic account
