Title:
  base_vat: yaml test for VAT validation (using samples in csv)

Bug description:
  We will need to have a sample set of both valid and invalid VATs, for
  each country we have validators for. This test will parse the csv file
  and try the engine(s) against those VATs. Then, print the results
  aggregated.
