Hello Phong,

I have checked your issue and this is not a bug it's feature.

But currently the hr_payroll and hr_payroll_account are in new
development.

We need to more discussion on this bug fir this feature will consider or
not in new payroll.

So currently I am set it as an "Opinion" for more discussion on this.

Thanks for the understanding and experts would you please share your
view on this.

Bug description:
  In the "Administration => Human Resources => Configuration => Salary
  Structure", the Function Type should have its "Function Argument" in
  both Fixed Amount or % of that item line.
