Hello Harmel,
I have checked for the scenario and its working fine at our end,
the screenshot you provided will never be prompted, as it doesn't display any products to deliver,

expected behavior: (I am attaching screenshots)
If you have any products to return, it will be displayed in one2many field above invoicing method, 
If you don't have any  any products to return, it will be display a warning saying "There are no products to return (only lines in Done state and not fully returned yet can be returned)!"

if your scenario is different than this, kindly reopen this with that scenario,

  [PS] Not possible to return a product from an Incoming Shipments

Status in OpenERP Modules (addons):
  Incomplete

Bug description:
  trunk, revno 3407

  * Warehouse/Warehouse Management/Incoming Shipments, take an Incoming
  Shipment in "Done" state and click on return product button

  Obtained result : it opens a window but it is not possible to confirm
  weither we want to reinvoice it or not

  Expected result : it opens a window allowing to select we want to
  reinvoice the return or not
